Authorizes the director of finance to issue special commemorative license plates honoring Duke Kahanamoku to registered vehicle owners who are state residents and pay required fees.

Requires written permission from Malama Pono, Inc. (owner of the Duke Kahanamoku trademark) before plates can be issued, with all proceeds benefiting the Outrigger Duke Kahanamoku Foundation.

Establishes design requirements for the special plates, including Duke Kahanamoku recognition, standard shape and size, and compliance with visibility and non-infringement standards.

Charges a special number plate fee covering county costs plus a fundraising fee, with revenue deposited in a separate county account for the Outrigger Duke Kahanamoku Foundation to fund water safety, swim education, and athlete development programs.

Allows revocation of all special plates if fewer than 150 vehicle owners obtain them within three years of initial issuance; effective July 1, 2050.
