Repeals the exemption that previously allowed enforcing officers to avoid issuing citations for vehicle weight violations under section 291-35, HRS, unless the violator exceeded maximum weight by more than 5% (portable scale) or 2% (permanently installed scale)

Requires police officers and motor carrier safety officers to issue citations for any violations of sections 291-33 to 291-36 relating to vehicle dimensions and weight without exception

Makes minor technical correction changing "such scales" to "the scales" in the provision regarding proximity of weighing equipment to vehicle stop location

Renumbers subsections of HRS 291-39 due to removal of the weight violation exemption provisions

Takes effect upon approval
