Amends Section 286-209 to authorize the Director of Transportation to establish maximum inspection fees and station fees through administrative rules, replacing current statutory fee limits.

Changes terminology from "decals" to "stickers" for motor carrier vehicle safety inspection certifications throughout the statute.

Sets an initial inspection fee of $1.50 per sticker issued by inspection stations and an initial maximum station fee of $12 per inspection, pending administrative rule establishment of higher maximum fees.

Expands the Director's rulemaking authority to cover "the administration and enforcement of" motor carrier vehicle safety inspections, including fees collected from stations and acceptance of out-of-state inspection certificates.

Modifies penalties under Section 286-210 to apply to operation of motor carrier vehicles without current safety inspection stickers, maintaining the $100 per day violation fine.
