• Requires commercial airport tenants, users, and contractors to reimburse the Department of Transportation for the full amount of any fines levied by federal, state, or county agencies for violations related to environmental protection or U.S. Department of Homeland Security (including Coast Guard, Customs and Border Protection, and TSA).

• Allows the Department to demand, collect, and deposit reimbursements into the airport revenue fund and to also recover costs and expenses incurred in enforcing this reimbursement requirement.

• Authorizes the Department to enter into capital advancement contracts with private parties for public improvements or construction at state-owned or controlled airports if the director determines it is in the state's best interest due to lower costs, faster completion, or unavailable public financing.

• Sets a $5,000,000 threshold for contracts that can be executed without legislative approval; contracts exceeding $5,000,000 require concurrent resolution approval from the legislature.

• Caps total aggregate value of all capital advancement contracts at $50,000,000 in any calendar year; contracts may be financed through legislative appropriation or credited against the private party's future rental or tariff payments.
