Reduces single axle weight limit from 22,500 pounds to 20,000 pounds for vehicles on any public road, street, or highway in Hawaii.

Reduces wheel load limit from 11,250 pounds to 10,000 pounds for single or dual mounted wheels on any public road, street, or highway.

Extends application of the federal weight formula (W = 500(LN/(N-1) + 12N + 36)) to all public roads, streets, and highways, not just interstate highways.

Changes measurement standards from "eight feet" to "ninety-six inches" for axle spacing calculations throughout the statute.

Repeals previous separate weight formula that applied to non-interstate roads and establishes uniform weight limits across all state roadways consistent with federal law.
