Authorizes each county in Hawaii to establish a minimum wage higher than the state minimum wage through county ordinance.

Maintains the state minimum wage schedule with rates reaching $18.00 per hour beginning January 1, 2028.

Specifies that when a county establishes a higher minimum wage, employers in that county must pay at least the county-set rate rather than the state minimum.

Requires the Director of Labor and Industrial Relations to enforce both state minimum wage law and any county minimum wage ordinances adopted under this authority.

Takes effect on July 1, 2023.
