• Authorizes moneys from the state highway fund to be expended for establishing and maintaining a drug and alcohol toxicology testing laboratory (not just establishment as previously allowed).

• Transfers administration of the drug and alcohol toxicology testing laboratory special fund from the Department of Health to the Department of Transportation, or allows it to be appropriated as a grant-in-aid to the emergency services department of a county with a population of 500,000 or more.

• Removes "state" from the name of the special fund to reflect its expanded scope beyond state-level operations.

• Appropriates unspecified amounts from the state highway fund to the drug and alcohol toxicology testing laboratory special fund for fiscal years 2023-2024 and 2024-2025.

• Extends the sunset date of the drug and alcohol toxicology testing laboratory special fund from June 30, 2026 to June 30, 2028, and redirects any remaining balances to the state highway fund rather than the general fund.

• Requires the Department of Transportation or City and County of Honolulu Emergency Services Department to submit reports to the legislature on expenditures from the special fund prior to the 2025 and 2026 regular sessions.
