HI HB1114

Expands the Hawaii Promise Program to include undergraduate students at University of Hawaii at Manoa, University of Hawaii at Hilo, and University of Hawaii-West Oahu (previously limited to community college students only).

Establishes eligibility requirements for four-year campus students including Hawaii residency, completion of Free Application for Federal Student Aid, enrollment in classified degree programs with minimum 12 credits per semester, satisfactory academic progress, and demonstrated unmet direct cost needs.

Limits scholarship awards to maximum of eight semesters and caps individual awards at the student's unmet direct cost need based on FAFSA calculations, less Pell Grants and other available aid.

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 to provide scholarships under the expanded program.

Takes effect July 1, 2023.
