Requires all Hawaii Correctional System Oversight Commission members to be appointed subject to advice and consent of the Senate.

Extends the Oversight Coordinator's term from two years to four years.

Mandates the Commission publish a summary of each completed investigation without identifying complainants or witnesses, along with any actions taken in response.

Authorizes the Commission to hold closed executive session meetings to discuss investigated complaints with the Oversight Coordinator when necessary to maintain confidentiality.

Expands the Oversight Coordinator's authority to make inquiries, obtain information, and inspect agency and correctional facility premises outside of formal investigations.
