• Requires all Hawaii youth correctional facilities and adult correctional facilities operated by the Department of Public Safety to provide free voice communication services to incarcerated persons at no cost to callers or recipients.

• Prohibits state agencies from deriving any revenue or financial benefit from voice communication services or other communication services provided to persons confined in state correctional or detention facilities.

• Appropriates unspecified general revenues for fiscal years 2023-2024 and 2024-2025 to fund free voice communication services in state correctional facilities, to be expended by the Department of Public Safety or its successor agency.

• Appropriates unspecified general revenues for fiscal years 2023-2024 and 2024-2025 for the Hawaii statewide automated victim information and notification system.

• Takes effect on July 1, 2023.
