Eliminates the minimum age requirement (previously 55 years old) for police officers hired after June 30, 2012, who have at least 25 years of credited service to retire from the Employees' Retirement System.

Maintains the 25-year service requirement for post-June 30, 2012 hires, allowing officers who began at age 20 to potentially retire at age 45.

Cites health and mortality studies showing police officers have significantly shorter life expectancies than the general population due to stress, shift work, and hazardous work environments.

Exempts members subject to the new retirement age reduction from the moratorium on benefit enhancements under Section 88-99, which otherwise prohibits any retirement age reductions until the ERS has 100% funding.

Takes effect upon approval.
