Changes the Hawaii Supreme Court and Intermediate Appellate Court session period from continuous sessions to June 1 of each year through April 1 of the following year.

Specifies that both courts shall issue decisions only during the time period when the courts are in session.

Requires written decisions to be issued during the same session in which the oral argument is heard.

Maintains that courts remain open for filing papers, issuing process, and issuing orders outside the defined session period.

Takes effect upon approval.
