Amends Chapter 103 of Hawaii Revised Statutes to add requirements for state public-private partnership contracts.

Requires every state public-private partnership contract valued at a specified amount or more to obtain legislative approval through adoption of a concurrent resolution before execution.

Defines "public-private partnership" as a project delivery method where the state purchasing agency contracts for any combination of design, build, financing, maintenance, or operation of an infrastructure facility over a defined period.

Takes effect upon approval.
