Extends emergency guardianship appointment period from 90 days to 120 days and allows courts to appoint emergency guardians for respondents residing in psychiatric facilities, hospitals, or homeless shelters.

Clarifies that guardians may consent to medical or other care, treatment, or service for wards, including over the ward's objection.

Requires patients subject to emergency psychiatric hospitalization who lack decisional capacity to be assessed for the need of a surrogate or guardian to make health care decisions.

Allows emergency psychiatric patients the right to telephone their guardian, family member, or attorney immediately upon admission and permits adult patients to waive family notification.

Part I sunsets on January 1, 2028, with guardianship provisions reverting to prior law; Part II becomes effective June 30, 3000.
