Requires the Hawaii Community Development Authority to consider climate change impacts, sea level rise, and climate-resilient development in the design and siting of buildings in the Kakaako and Kalaeloa community development districts on Oahu.

Adds a new development guidance policy to Section 206E-33 (Kakaako district) requiring that development shall consider impacts of climate change, sea level rise, and climate-resilient development in the design and siting of buildings.

Adds a new development guidance policy to Section 206E-194 (Kalaeloa district) with the same requirement to consider climate change impacts, sea level rise, and climate-resilient development in building design and siting.

Acknowledges that Kakaako is threatened by sea level rise, king tides, and heavy rainfall, while Kalaeloa lacks adequate drainage infrastructure making it vulnerable to heavy rainfall and climate impacts.

Takes effect upon approval and includes minor statutory language updates changing "which" to "that" and "prior to" to "before" in existing provisions.
