Establishes a grant program to assist owners of privately owned certified historic structures who do not qualify for the historic preservation income tax credit under section 235-110.97, Hawaii Revised Statutes.

Allows grants only to applicants who undertake substantial rehabilitation of a certified historic structure and have already spent money on such rehabilitation, with a maximum grant amount per applicant (amount left blank in bill text).

Requires grantees to comply with all applicable laws, indemnify the State of Hawaii, obtain insurance if requested, and make records available to the Department of Land and Natural Resources for compliance monitoring.

Clarifies that the Hawaii historic preservation special fund may be used to repair, maintain, and preserve historic properties, except those maintained through a separate dedicated funding source.

Modifies the fund to include one percent of all state capital improvement appropriations for construction or renovation of state buildings, excluding passenger facility and rental motor vehicle customer facility charges.
