Establishes a process for the Hawaii Department of Transportation to facilitate voluntary purchase of verified carbon offsets for air travelers using state airports.

Department shall accept requests from air travelers for assistance purchasing carbon offsets to compensate for carbon dioxide emissions from qualified air travel to or from Hawaii airports.

Department must maintain a website with information about the carbon offset purchase process, provide interactive online purchasing capability, and maintain a list of verified carbon offset providers for passenger air travel.

Defines "qualified air travel" as any air travel between a Hawaii airport and any other airport in Hawaii, another state, or a U.S. territory, and requires offsets to be independently verified as real, permanent, and unlikely to occur without an offset program.

Department may contract with other entities to carry out the carbon offset facilitation duties and may encourage airlines to provide links to the department's carbon offset webpage.
