• Establishes a $5 visitor security surcharge on all overseas aircraft passenger tickets arriving and departing Hawaii, excluding inter-island travel and Hawaii residents.

• Creates the "Blue Lives Matter special fund" administered by the Police Commission to receive surcharge revenues and other funds for police recruitment and retention purposes.

• Exempts the Blue Lives Matter special fund from certain state budget transfer requirements (sections 36-27, 36-30, and 37-53) while maintaining standard expenditure controls.

• Directs the Police Commission to report to the legislature no later than 20 days before each regular session with an accounting of fund receipts and expenditures.

• Revenues from the surcharge are deposited into the special fund in addition to all other appropriated police commission funds, with projected significant revenue based on approximately 9.9 million annual visitors to the state in 2018.
