Allows each county to adopt ordinances designating specific sections of county highways where stopping, standing, or parking of vehicles is prohibited or restricted.

Requires counties to submit notice of adopted ordinances and copies to the judiciary.

Extends the $200 state highway enforcement program surcharge to violations on designated county highways, in addition to state highways.

Mandates that 50 percent of surcharge revenue collected on county highways be distributed to the police department of the county where the violation occurred.

Takes effect July 1, 2023.
