Exempts parking lot operations at state parks from bidding requirements for public property concessions.

Exempts operation of concessions at state parks designated by the board of land and natural resources as environmentally, culturally, historically, or operationally unique when supported by nonprofit corporations, from bidding requirements.

Allows these exempted concession operations to be awarded directly to nonprofit corporations incorporated solely to support state aims and goals of designated state parks.

Cites Haena state park as a successful model where community-led, government-sponsored management reversed overcrowding, increased state park revenue, and created 35 new jobs on Kauai.
