H.B. 1184 - Procurement of Professional Services

• Amends section 103D-304, Hawaii Revised Statutes, to allow ranking of fewer than three qualified persons when fewer than three respond to professional services solicitations.

• Permits selection committee to rank two qualified persons if both are available, with ranking based on established selection criteria and equal distribution principles.

• Allows selection committee to evaluate and recommend a single qualified person when only one responds to the solicitation.

• Enables direct negotiations with a qualified person when no qualified responses are received, subject to chief procurement officer written determination and seven-day public notice period with opportunity for objections.

• Takes effect July 1, 2112.
