Requires the public access room (under the legislative reference bureau) to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education.

Mandates the Department of Education assign appropriate staff to coordinate with the public access room regarding the outreach and engagement program.

Mandates the University of Hawaii assign appropriate staff to coordinate with the public access room regarding the outreach and engagement program.

Appropriates general revenue funds for one full-time equivalent (1.0 FTE) position within the public access room for fiscal years 2023-2024 and 2024-2025 (specific dollar amount not filled in).

Takes effect on June 30, 3000.
