Establishes a five-year state permit pilot program administered by the department of accounting and general services to process building and infrastructure permits for state-owned buildings, state roads and highways, and construction on state lands.

Allows applicants to obtain a state permit in lieu of county building or infrastructure permits, provided the project satisfies the state building code, applicable county building code, and other construction codes.

Exempts permit holders from liability for failure to obtain county building or infrastructure permits and requires counties to issue certificates of occupancy upon project completion, state inspection, and state acceptance.

Requires counties to allow state permit projects to connect to all required infrastructure services including potable water, wastewater, stormwater, and solid waste.

Directs the department to submit interim reports to the legislature prior to regular sessions in 2024, 2025, 2026, and 2027, and a final report by 2028; appropriates unspecified funding for fiscal years 2023-2024 and 2024-2025; pilot program terminates June 30, 2028.
