Establishes a water neutrality task force within the Commission on Water Resource Management to develop a plan for Hawaii to achieve water neutrality by 2050.

Task force plan shall include strategies to reduce water usage, increase water reuse and recycling, and increase fresh water supply.

Task force composition includes the chairperson of the Commission on Water Resource Management (as chair), representatives from the Department of Health, Board of Agriculture, Legislature, and county water agencies, plus invited members from water-related organizations.

Task force must submit a report with the water neutrality plan, findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2026 regular session.

Appropriates funds from general revenues for fiscal year 2023-2024 to establish the task force; the task force ceases to exist on June 30, 2026.
