Increases the acreage threshold for county-level district boundary amendments from 15 acres to 50 acres, allowing counties to approve smaller land reclassifications without state Land Use Commission review.

Counties may now approve district boundary amendments up to 50 acres for rural, urban, and non-important agricultural lands without Land Use Commission consideration.

Land Use Commission retains authority over district boundary amendments involving conservation districts, important agricultural lands, and parcels greater than 50 acres.

Allows counties to consolidate district boundary amendment proceedings with general plan, development plan, and zoning procedures to streamline approval processes.

Aims to expedite housing development by reducing permit and approval times, which currently average three times the national mean in Hawaii.
