• Defines "cannabis cutting" as a cannabis plant stem cut for rooting and growing into a new plant, and "cannabis propagule" as any part of a cannabis plant that can be used to grow a new plant.

• Amends the definition of "cannabis" to include cannabis propagules and cannabis cuttings, authorizing licensed medical cannabis dispensaries to dispense these materials.

• Allows qualifying patients and primary caregivers authorized to cultivate cannabis to purchase up to 5 cannabis propagules or cuttings within 15 days or 10 within 30 days from state-licensed dispensaries.

• Requires cannabis propagules and cuttings dispensed to patients or caregivers to undergo laboratory testing and show no detection of pesticides or heavy metals.

• Does not apply purchase restrictions for propagules and cuttings to qualifying out-of-state patients or their caregivers.
