Mandates procedures allowing the public to submit oral testimony remotely during legislative hearings and proceedings without traveling to the state capitol.

Requires procedures to accommodate persons with disabilities through remote testimony access.

Defines "remote testimony" as the use of video conferencing or other technology that facilitates interaction between the public and legislature members via the Internet or telecommunications technology.

Takes effect upon approval.
