Amends Hawaii Revised Statutes Section 708-822 to add a new subsection (d) creating criminal property damage in the third degree for intentionally or knowingly damaging property used in a business operation without consent in amounts exceeding $100.

Defines "property used in a business operation" to include signage, furniture, doors, windows, vehicles bearing the business name, and other fixtures or equipment associated with the business.

Reduces the damage threshold for business property from $500 to $100, matching the threshold for agricultural and aquacultural property damage.

Allows prosecutors to charge a misdemeanor offense without requiring immediate damage estimates, addressing the burden on small business owners reporting "smash-and-grab" crimes and vandalism.

Takes effect June 30, 3000; does not affect rights, duties, or proceedings that began before the effective date.
