Requires the University of Hawaii School of Travel Industry Management to conduct a study establishing tourism social carrying capacity estimates for each Hawaiian island (Oahu, Maui, Hawaii, Kauai, Lanai, and Molokai).

Study must assess carrying capacity from perspectives of both Hawaii residents and visitors, examining quality of life impacts and visitor satisfaction.

School must consult with Department of Health on impacts of tourist visitation on island health systems and with Department of Land and Natural Resources on impacts to state parks, hiking trails, and beaches.

Study shall also assess visitor industry employment quality and benefits, examine resource capacity limits, and research overtourism at other locations.

Appropriates unspecified funds from general revenues for fiscal year 2023-2024 to conduct the study, with report due to legislature 20 days before the regular legislative session.
