Directs the appropriated funds to be expended by the Department of Public Safety, with responsibilities and appropriations transferring to the Department of Corrections and Rehabilitation effective January 1, 2024.

Addresses documented sexual assaults at the women's community correctional center (at least 53 incidents from 2013-2016) by installing surveillance to deter misconduct and protect inmates from abuse by correctional staff.
