Expands direct-to-consumer shipping of liquor beyond wine to include all forms of liquor (beer, spirits, etc.) for licensed manufacturers and brewpubs holding class 1, class 14, class 16, or class 18 licenses in Hawaii or out-of-state licenses.

Permits holders of direct liquor shipper permits to ship annually to persons 21 years or older in their county for personal use only, with containers labeled "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 YEARS OR OLDER REQUIRED FOR DELIVERY."

Requires permit holders to report annual shipment amounts to county liquor commissions by January 31, pay all applicable general excise and gallonage taxes, and submit to audits by county liquor commissions.

Mandates county liquor commissions adopt rules and regulations to implement direct liquor shipping without delaying commencement on the effective date; allows holders to ship to and from any county or state where properly licensed and reciprocal requirements are met.

Establishes violation of direct shipment requirements without a valid permit as a misdemeanor offense.
