Increases maximum fine for bribery offense from $25,000 to $250,000, in addition to imprisonment or probation sentences.

Makes persons charged with bribery ineligible for deferred acceptance of guilty plea or nolo contendere plea under chapter 853.

Requires the Commission on Salaries to consider factors that attract and retain qualified individuals and deter corruption and bribery when making salary recommendations.

Changes effective date for salary commission recommendations from July 1 to January 1 of the year following the first election after the commission convenes.
