H.B. 1264 - Nurse Licensure Compact

• Adopts the multistate Nurse Licensure Compact to allow nurses licensed in their home state to practice across all participating states under a multistate licensure privilege

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to oversee implementation, with each party state represented by the chair of its state board of nursing

• Requires nurses to meet uniform licensure standards including passing NCLEX exams, English proficiency if applicable, criminal background checks, and having no felony convictions or encumbrances on licenses

• Creates a coordinated licensure information system to share nursing licensure data, disciplinary history, and investigative information among party states while protecting confidential records

• Addresses the nursing shortage in Hawaii (which lost approximately 4,862 nurses between 2019 and mid-2021) by facilitating interstate nurse mobility
