• Requires the Department of Land and Natural Resources to develop and implement a management system for Kā'ena Point State Park, Mākua, and Keawaʻula regions, modeled after the successful system used at Hāʻena State Park.

• The management system must be tailored to the specific needs of these regions and developed in collaboration with community stakeholders, cultural practitioners, and all parties sharing jurisdiction over the land and marine areas.

• Directs the department to ensure sustainability of the management system by working with outside partners such as local nonprofit organizations.

• Requires the department to maintain current limited access to these areas until proper management measures are implemented to address issues including illegal driving, unmanaged camping, harmful fishing practices, and accumulated waste.

• Takes effect on June 30, 3000.
