Establishes a three-year pilot project allowing single occupant vehicles to use the zipper lane (HOV lane) upon payment of a fee.

Single occupant vehicle fees set at $2 per one-way trip or $100 per month for unlimited trips.

Department of Transportation shall develop and implement the pilot project, adopt necessary administrative rules, and submit progress reports to the legislature before the 2025 and 2026 regular sessions.

Final report on pilot project findings and recommendations due to legislature twenty days before the 2027 regular session, covering traffic impacts, fees collected, enforcement procedures, and implementation costs.

Appropriates unspecified funds to the Department of Transportation for fiscal years 2023-2024 and 2024-2025 to develop and implement the pilot project; Act takes effect July 1, 2023 and repeals June 30, 2027.
