Establishes objectives and policies requiring Hawaii transportation systems and infrastructure projects to incorporate green infrastructure for climate and sustainability goals, including minimizing stormwater runoff, reducing urban heat islands, providing shaded transit, and reducing greenhouse gas emissions.

Adds quality of life design objectives for transportation planning including visual and sound barriers between vehicles and pedestrians, incorporating live foliage and trees to blend infrastructure with Hawaii's natural environment, and standardized paint schemes for exposed appurtenances.

Defines "green infrastructure" as plant, tree, or soil systems with at least 20-year lifespans designed to reduce carbon footprints, enhance shade, reduce temperatures, minimize stormwater flow, and meet state climate goals.

Establishes a green transportation infrastructure task force composed of representatives from state departments, universities, and community organizations to examine, evaluate, and develop best practices for designing, implementing, and maintaining green transportation infrastructure.

Task force must submit findings and recommendations to the legislature by 20 days before the 2024 and 2025 legislative sessions; task force dissolves on June 30, 2025.
