Requires the Hawaii State Energy Office to enter into a public-private partnership to develop a waste-to-energy generating facility on land under the jurisdiction of the Department of Land and Natural Resources.

Amends Hawaii Revised Statutes Section 196-71(b) to add this waste-to-energy partnership as a new duty of the Hawaii State Energy Office.

Legislature finds that waste-to-energy technology diverts waste from landfills while extracting energy and valuable materials for recycling.

Notes that nationally, 76 waste-to-energy facilities process up to 94,000 tons of solid waste per day and produce enough energy to power approximately 2,300,000 homes.

Takes effect upon approval.
