Amends Hawaii Revised Statutes § 514E-10 to modify title report requirements for time share plan developers, focusing on protection of purchaser rights from blanket liens.

For time share plans using title-holding trusts, requires developers to submit one title report showing title conveyed to the trustee, but eliminates the requirement for subsequent title reports on that property.

For time share plans using a notice of time share plan, requires developers to submit one title report showing the notice has been recorded, but eliminates the requirement for subsequent title reports on that property.

For time share plans using alternative arrangements to protect against future blanket liens, requires developers to submit one title report showing recordation of all required documents, but eliminates the requirement for subsequent title reports on that property.

Effective date is June 30, 3000.
