Provides rebates to residential homeowners who replace water-intensive landscaping and irrigation with alternatives that reduce water use, with preference for native species and pollinator-supporting options; rebate capped at $1,500 per project.

Requires homeowners to achieve at least 30 percent reduction in water use and hire a licensed landscape contractor in good standing with the Department of Commerce and Consumer Affairs to qualify for rebates.

Mandates a 40 percent local match from the City and County of Honolulu for all appropriated funds.
