Requires state departments to assess feasibility of installing distributed energy resource systems (solar panels, battery storage, etc.) at each facility under their control, with reports due starting January 1, 2024 for facilities not retrofitted since 2010, and January 1, 2026 for other facilities.

Mandates departments implement and install the distributed energy resource systems detailed in feasibility reports no later than five years after report submission.

Prioritizes implementation of energy efficiency measures at first responder facilities (fire stations, paramedic stations, emergency response centers).

Prohibits state entities from claiming federal tax credits, deductions, or asset depreciation for energy efficiency measures implemented under this requirement.

Defines "distributed energy resource system" as energy-generating or energy-storing materials including solar panels and related infrastructure for facility operation.
