Allows operators of bicycles, motorcycles, and mopeds to proceed through a steady red traffic signal between 11:00 p.m. and 5:00 a.m. if the signal is controlled by a vehicle detection device that fails to recognize the vehicle due to its size or composition.

Requires operators to come to a complete stop at the intersection and wait over a vehicle loop detector when visible before proceeding through the red signal.

Permits proceeding only after the traffic signal fails to change to green after one complete traffic signal cycle or the time it would take for one cycle to complete.

Prohibits proceeding through the red signal if a contraflow lane is in operation or being set up, and requires operators to yield the right-of-way to any vehicle in the intersection.

Takes effect on June 30, 3000.
