Department of Education must work with the Hawaii State Teachers Association, Hawaii Government Employees Association, and United Public Workers to develop and implement an active shooter training program in all public and charter schools.

Public and charter school students may decline to participate in active shooter training programs.

Legislature cites 51 school shootings nationwide in 2022 resulting in injuries or deaths, and notes the second deadliest K-12 shooting in U.S. history occurred that year.

Legislature finds annual fire drills are required despite no student deaths from school fires since 1958, justifying shift in training priorities to address current threats.
