Allows the Director of Transportation to exempt certain ground transportation facility projects from historic preservation review (Chapter 6E), provided excavation does not exceed 24 inches below grade.

Permits exemption from environmental impact statement law (Chapter 343) if the Department of Transportation obtains written agreement from the governmental entity or landowner controlling the project site.

Authorizes exemption from Hawaii public procurement code (Chapter 103D) for projects with contracts not exceeding $100,000.

Applies exemptions only to projects with primary purpose of building protective infrastructure for pedestrians, bicyclists, and mobility device users by adding no more than 12 feet in width to existing travel surfaces or providing new hardened travel surfaces of no more than 12 feet in width.

Takes effect on July 1, 2023.
