HB 1361 Summary

• Transfers all powers, duties, and functions of the stadium authority to the department of business, economic development, and tourism (DBEDT) effective July 1, 2023.

• Repeals section 109-1 establishing the stadium authority and restructures chapter 109 to place stadium facilities and stadium development district jurisdiction under DBEDT's director.

• Removes the stadium authority from the list of state boards and commissions whose members must file public financial disclosure statements under section 84-17.

• Transfers all stadium authority employees to DBEDT while maintaining their civil service status, salary, seniority, and accumulated leave credits.

• Transfers all appropriations, records, equipment, contracts, and property of the stadium authority to DBEDT for continued management of the Aloha Stadium and stadium development district.
