Requires the Department of Human Services to establish a three-year return-to-home pilot program to assist eligible homeless individuals with family reunification in their home states.

Eligible participants must voluntarily participate, have court clearance if on parole or probation, and lack financial resources for transportation to their home state.

Each individual may participate in the program only once and must sign an agreement acknowledging this limitation.

The pilot program shall provide travel preparation assistance including obtaining identification, accessing airport transportation, airport security orientation, and ensuring personal hygiene.

Program terminates on June 30, 2026, with appropriations provided for fiscal years 2023-2024 and 2024-2025 for implementation costs and planner positions (funding amounts not specified in bill).
