• Repeals sunset dates for Act 156 (SLH 2012) and Act 124 (SLH 2014) to make the nursing facility sustainability program permanent, rather than expiring at the end of 2023 and 2024.

• Repeals Chapter 346E (nursing facility tax) and restructures the nursing facility sustainability program to operate through a fee-based system collected on a per-resident-day basis rather than net patient service revenue.

• Increases the maximum nursing facility sustainability fee cap from 5.5% to 6% and modifies fee collection to a monthly basis with payment due within 60 days of month-end.

• Permanently exempts the nursing facility sustainability program special fund from central service and administrative expense assessments.

• Appropriates funds from the nursing facility sustainability program special fund to the Department of Human Services for fiscal years 2023-2024 and 2024-2025 to enhance Medicaid payments to nursing facilities and ensure access to care for low-income patients.
