Amends Hawaii Revised Statutes Section 97-3(c) to modify lobbyist statement of expenditures requirements effective January 1, 2025.

Requires statements to identify legislative or administrative actions by bill number, resolution number, budget cost identifier, or program identification number that were commented on, supported, or opposed during the statement period.

Replaces previous requirement to list only "subject area" of legislative and administrative actions with more specific identification requirements.

Maintains existing requirements for reporting expenditures over $25 per day and $150 in aggregate, itemized by category including media, compensation, consultants, entertainment, meals, gifts, and loans.
