Adds explicit authority for counties to regulate hosting platforms that provide booking services for short-term rentals through zoning ordinances.

Defines "hosting platform" as a person or entity that provides and collects or receives a fee for booking services that facilitate short-term rental transactions.

Defines "short-term rental" as payment for use or exchange of a residential dwelling for a stay of less than 180 days (or lesser duration as determined by county), and includes transient vacation rentals.

Defines "booking services" as reservation or payment services that facilitate short-term rental transactions between prospective renters and hosts.

Takes effect on June 30, 3000.
