Requires each county to adopt an ordinance by July 15, 2024 establishing an expedited streamlined permitting process for essential businesses to install rooftop solar and energy storage systems.

Counties must develop a checklist of all requirements for rooftop solar or energy storage systems; applications meeting checklist requirements shall be deemed complete and automatically approved upon confirmation by the county.

Requires counties to allow electronic submission of permit applications and electronic signatures in lieu of wet signatures on all forms and documentation.

Mandates only one inspection for eligible essential business rooftop solar or energy storage systems, conducted in a timely manner; subsequent inspections are authorized if initial inspection fails.

Appropriates funds to each county (Hawaii, Honolulu, Kauai, and Maui) for fiscal years 2023-2024 and 2024-2025 to develop the expedited permitting process, with specific dollar amounts left blank in the bill text.
