Amends Hawaii Revised Statutes section 201-13.8 to require the Department of Business, Economic Development, and Tourism (DBEDT) to establish and maintain a statewide data hub for collecting employer and employee data.

Grants DBEDT authority to determine the types of data to collect, functions of the data hub, and access and document retention policies.

Requires all employers subject to chapter 371 to maintain records of employees, wages, hours, employment conditions, former and current physical addresses, and North American Industry Classification System codes for five years.

Authorizes DBEDT to access and copy employer records and requires employers to furnish requested materials on demand under oath using DBEDT-approved forms.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 (amount left blank) to DBEDT for designing, installing, populating, and managing the statewide data hub.
